The Role: Pre Construction Manager

This Pre Construction Manager role is based in West Dublin, Co Dublin and will report directly to the Pre Construction Director. You will lead and coordinate all pre-construction activities from initial enquiry through to contract award and handover to delivery teams across large scale data centre projects.

You will work closely with estimating, operations, planning, design, and commercial teams to ensure tender submissions are technically compliant, commercially robust, and aligned with client expectations.

The successful Pre Construction Manager will play a key role in bid strategy, logistics planning, stakeholder coordination, and value engineering on major data centre construction projects across Europe.


Must Have Requirements:

•  Must have 8 years’ experience in pre-construction, project management, or commercial construction roles
•  Proven experience required managing tender processes and bid submissions on large scale construction projects
•  Experience with data centre, industrial, pharmaceutical, or mission critical projects is required
•  Strong commercial awareness and understanding of construction methodologies
•  Experience working with a main contractor environment is essential

Preferred Experience:

• Data centre project experience preferred
• Experience coordinating multidisciplinary design and operations teams beneficial
• Strong background in logistics planning and technical submissions
• Experience working across European construction projects advantageous

Key Responsibilities:

•  Manage the full pre-construction and tendering process from enquiry through to final decision
•  Coordinate internal teams including estimating, design, planning, commercial, and operations
•  Develop methodologies, logistics plans, and technical submissions alongside operations teams
•  Identify project risks and opportunities throughout the tender process
•  Coordinate with clients, consultants, and supply chain partners during bid stages
•  Support procurement strategies, value engineering, and cost planning activities
•  Ensure all tender submissions meet client requirements and company standards
•  Lead bid presentations and manage post tender clarifications
•  Oversee handover of successful projects to delivery and construction teams
•  Gather client and stakeholder feedback to improve future submissions
•  Provide structured feedback to supply chain partners on tender returns

About You:

You will come from a strong construction background with proven experience managing complex pre-construction activities on large scale projects. The role suits someone commercially aware, organised, and technically strong, with the ability to manage multiple live bids in a fast-moving environment.

You should be confident dealing with senior stakeholders, consultants, clients, and supply chain partners while maintaining strong attention to detail across technical and commercial submissions.

A practical understanding of programme delivery, construction sequencing, logistics, and procurement within live construction environments will be important for success in this role.
