The Project: Breagh Recruitment is working on behalf of a leading public sector institution undertaking a transformative campus development in Dublin’s historic city centre. The project will reimagine and enhance the organisation’s urban footprint, combining the restoration of protected structures with the construction of modern, sustainable facilities.
This 6 year development initiative requires a skilled and experienced Senior Program Manager / Project Manager to oversee its planning and delivery. The successful candidate will play a central role in shaping the future of the organisation through high-profile built environment investment.
The Role: The Senior Program Manager will be responsible for the strategic leadership and operational management of a large-scale campus development program. The role involves full lifecycle management, coordinating consultants, contractors, and internal teams; managing reporting and governance requirements; ensuring compliance with procurement, health & safety, and environmental standards; and delivering high-quality infrastructure on time and within budget.
Acting as the main liaison between executive leadership and all project stakeholders, the postholder will ensure the development reflects the organisation’s long-term strategic goals.

Key Responsibilities:
- Lead the delivery of a major campus development program in alignment with strategic and operational objectives.
- Oversee project planning, procurement, risk management, cost control, and scheduling.
- Prepare business cases, cost reports, and governance documentation throughout all project phases.
- Ensure full compliance with public procurement guidelines, the Public Spending Code, and all relevant frameworks.
- Manage the performance of design teams, consultants, and contractors.
- Report regularly to senior leadership, committees, and funding bodies with accurate project updates.
- Oversee health & safety plans, environmental compliance, and sustainability targets including carbon reduction goals.
- Maintain effective communication with internal stakeholders and external authorities.
- Provide expert advice on contract selection, procurement strategy, and regulatory procedures.
- Monitor progress against budget and timelines, proposing solutions to maintain control and efficiency.
- Keep up to date with national and international best practices in project management and apply innovations where appropriate.
Candidate Profile: Essential:
- Degree (Level 8) in Architecture, Engineering, Quantity Surveying, Construction Management, or a related discipline.
- At least 7 years’ experience in project delivery within the built environment.
- Demonstrated experience managing developments involving heritage or protected structures.
- Strong understanding of public procurement, construction legislation, and governance frameworks.
- Excellent leadership, interpersonal, and communication skills.
- Proven ability to coordinate multi-disciplinary teams and work to tight deadlines.
- High level of analytical, problem-solving, and decision-making skills.
- Familiarity with project reporting systems and methodologies.
- Level 9 qualification or higher in a relevant field.
- Knowledge of the public sector or higher education environments.
- Experience with BIM and digital project management platforms.
